There are 3 things required before forgiveness
   can take place:

The first is an apology, an admission of specific wrong-doing with genuine remorse and regret.
This is accountability.

The second is restitution -- undoing the damage or making up for it.
This is responsibility.

The third is behavioral change, a concerted effort not to repeat the offending behavior. It takes time and brings about personal growth for one and healing for the other.

"Never ruin an apology with an excuse."
Benjamin Franklin

A stiff apology is a second insult.... The injured party does not want to be compensated because he has been wronged; he wants to be healed because he has been hurt.
 G.K. Chesterton

True remorse is never just a regret over consequence; it is a regret over motive.
Mignon McLaughlin
